JLL is preparing to close its UK planning division, placing a team of at least 25 employees at risk of redundancy.

The proposed closure affects staff across five offices: London, Bristol, Manchester, Leeds and Edinburgh.

The move forms part of a wider review of the property consultancy’s operations as it reassesses its business priorities and client requirements.

The UK planning division is led by Raoul Veevers, who joined JLL from Cluttons in 2022. He oversees planning across the UK, including London and the South East.

Meanwhile, Joanna Gabrilatsou heads the regional planning and town planning operation. She is based in Manchester and has worked at JLL since 2011.

In a statement, JLL said: “We are always reviewing our business to ensure that the delivery of our services meets our strategic priorities and client needs.

“This has resulted in the difficult but necessary decision to propose that some roles within the business could be made redundant.

“We have strong leadership and teams and remain confident in our ability to deliver continued value for our clients in the market.”

The proposed closure follows a series of senior management changes and previous job losses at the consultancy.

Matt Richards became JLL’s UK chief executive in April 2025, replacing Stephanie Hyde. He previously served as chief executive of capital markets for Europe, the Middle East and Africa.

A month later, JLL cut almost 150 roles in its UK property and asset management business.

The company has not confirmed how many employees will ultimately lose their jobs following the latest restructuring.
