In a bid to turn Generation Rent into Generation Buy, a new Housing and Planning Bill is being laid before MPs.
It will force councils to produce up to date Local Plans by 2017. If they fail to do so, the Government will work with local residents to produce one.
Councils will have a new legal duty to guarantee the delivery of Starter Homes on all “reasonably sized” development sites. These homes would be available for first-time buyers under the age of 40 to purchase at 20% discounts.
Local authorities will be able to bid for a share of a £10m Starter Homes fund.
The Bill further proposes that there should be automatic planning permission in principle on brownfield sites, and a new duty on councils to help allocate land for self-build homes.
The Government is also legislating to make permanent the current temporary permitted development right to turn offices into homes.
A new government website has launched, intended to guide people about their options when buying a home.
David Cameron said that Britain needs a “national crusade” to get more new homes built.
He said: “My government will do everything it can to help people buy a place of their own.”
