Savills appoints two housing and regulation experts as directors

Maxine Loftus

Two housing regulation experts, Maxine Loftus and Julian Paine, have joined Savills Affordable Housing Consultancy as directors. 

Loftus and Paine both now work in the Savills governance, risk and regulation team, which is led by former assistant director at the Regulator of Social Housing, Kelsey Walker.

Prior to her new role, Loftus was the director of regulatory operations at the Regulator of Social Housing, where she was responsible for the delivery of planned and reactive regulatory engagement and in preparing for consumer regulation changes. 

She said: “I am thrilled to take up my role with Savills. Having worked in a housing association and at the regulator, I am now really keen to see another perspective and am looking forward to working with Savills’ clients.”

Julian Paine

Paine, meanwhile, joins the team after working at Savills for nearly three years as an associate consultant, during which time he has developed and delivered a wide range of consumer standards reviews and corporate governance assignments. Paine’s new role will see him lead these areas, with specialist input from across the Savills team. 

He said: “I’m delighted to be joining Savills, having worked closely with a wide range of clients on governance and consumer regulation matters for some time. I’ve always been impressed with the high-quality, bespoke services provided by the Savills team and I’m really looking forward to contributing more to their delivery and development.” 

Commenting on the new appointments, Kelsey Walker, director at Savills Affordable Housing Consultancy, said: “We’re very excited to welcome Maxine and Julian to our governance, risk and regulation team. They both bring exceptional talent and strong understanding from their past roles and will be heavily involved in helping our clients to navigate a period of significant development for their organisations.”
