Rogue landlord Labour MP stands down as councillor

Jas Athwal

Labour MP Jas Athwal has stood down as a councillor for a north-east London council.

It is not clear why Athwal resigned from Redbridge Council, triggering a by-election in the Mayfield ward, which he represented, to be held on 27 March. The news comes months after he faced heavy criticism over the state of his rental homes.

Last year, Athwal faced calls to stand down as an MP after a BBC investigation found black mould and ant infestations in his rental properties.

The London Renters’ Union (LRU), which has 7,000 members across the capital, also wrote to Redbridge Council urging it to investigate its former leader over what it called “housing law violations”, after BBC News found Athwal’s flats had dirty communal areas, faulty lights, loose fire alarms.

Athwal also admitted his flats lacked the required licences under a scheme he introduced as Redbridge Council leader, despite earlier claiming compliance.

The MP for Ilford South owns 15 properties, making him the biggest landlord in the House of Commons.

Athwal said in September last year that he was “shocked and sickened” by the state of his flats following the BBC report and sacked the letting agency that managed the properties.

When asked about the case this week, prime minister Sir Keir Starmer, said: “It’s not good enough. It’s unacceptable for any landlord, and I’ll be really clear about that. It doesn’t matter whether it’s a Labour MP or anybody else, it’s unacceptable.”

Hester Sullivan, a spokesperson for the LRU, said: “Athwal left his tenants facing toxic mould and dangerous disrepair and has broken laws on licensing, which is a key part of the tenant safety system.

“Athwal has also admitted to refusing to let out properties to renters who receive housing benefit, a practice that prevents many low-income people from accessing adequate housing.”

She added that renters would not have trust in Parliament’s ability to resolve the national housing crisis were Athwal to remain an MP.

In response to the allegation about not accepting tenants receiving benefits, Athwal told BBC London he rents to people who are in receipt of housing benefit.

“In my previous comments I was referring to tenants being placed directly by Redbridge Council specifically; it’s this conflict of interest I was preventing while renting properties while serving as the leader of the council,” he said.

Redbridge Council’s Conservative leader Paul Canal called on Athwal to step down as a councillor after the BBC exposé – a role he had kept since becoming an MP – and urged the council’s officers to investigate.

A spokesperson said in September 2024 that the council was committed to a “fair and consistent process for every landlord applying to the selective licensing scheme”, adding that it would “continue to work with landlords to ensure that they are compliant and their properties are in a condition suitable for tenants”.

I’m not sure of the use of any recent Government, but at least the Tories had plans to deal with the roll out of the RR bill and Court issues…

As much as I hate to say ANYTHING in defence of a Labour MP, I have to say that if his claim of refusing a tenant placed directly by Redbridge Council over potential conflict of interest as leader of Redbridge Council are true, then that was the correct step. There would have been too much of a power imbalance, and let’s face it, if he knew that changes to any benefits were going to impact his tenant, then he is not likely to let it go through, is he? Or if the tenant annoys him “oops, sorry, because of reasons your benefits have been cut, you can’t live here, bye bye.” Human nature sucks and there were too many risks, for both sides.
And the ant infestations, I assume that the Letting Agent was aware and made him aware? If so, then that is on him, if not, then it’s not like he can fix a problem he doesn’t know about…

But if he knew, then that’s on him, and ESPECIALLY not having the licensing that he helped bring in!!

I would not want to have to use that argument! Ignorance is not a defence! The man was not doing his job as a responsible landlord.

What’s this article about, anyway? He still hasn’t stepped down as an MP, whatever Starmer says.

Overall, ignorance is not a defence, you are right. When it comes to things that you can educated yourself about anyway, that’s why ‘ignorance of the law is not a defence’ so you can’t say “oh, I didn’t realise it was against the law to ***” because the opportunity is there to find out. How many people think to ask a tenant if there is mould or ants? I ask them on inspections if there is any issues that need to be raised, but other than that I rely on them telling me there are problems, so they can be fixed.
I frequently remind them that I can’t fix something that I don’t know is broken. So IF the tenant didn’t tell the Agent, that is not his fault. If they did, and the Agent didn’t tell him or look into it, then that’s on them.

The licensing is completely on him though, same as if he was told of the issues and ignored them.

Look the issue here is this chap owns 15 properties & obviously not a novice to understand the responsibilities.
Furthermore a MP with Labour bringing in a raft of changes etc etc – you couldn’t make this up – pathetic.

Stands down as councillor, but not MP. Which pays more, I wonder?

Yes, that was a rhetorical question.

He can’t be a councillor and MP. Hence my comment… what’s this article about, apart from him being a rogue landlord MP.
