Homes England names Eamonn Boylan interim CEO
Homes England has confirmed the appointment of Eamonn Boylan as interim chief executive. This follows the announcement that Peter Denton, current chief executive, will be standing down from his role in January 2025. Boylan will join the agency from Wednesday 15 January.
Boylan has more than 42 years of experience in prestigious public sector roles and his career has included being the deputy chief executive of Manchester City Council, chief executive of Stockport Council, and deputy chief executive of the Homes and Communities Agency (a predecessor of Homes England).
The Homes England Board has moved at pace to appoint an interim chief executive and ensure they have the leadership in place to drive forward on the government’s priorities. The appointment has been confirmed by the deputy prime minister.
Matthew Pennycook, the housing and planning minister, commented: I’m delighted that Eamonn has agreed to take on the role of interim chief executive of Homes England. He has unrivalled experience and a long track record of successful strategic leadership, and I know he will drive the Agency to maximise its contribution to boosting housing supply and delivering place-based regeneration and place-making. I very much look forward to working with him from the new year.”
Peter Freeman, chair of Homes England, said: “With a deep experience in public sector leadership, particularly in housing, regeneration and local place-making, Eammon is well positioned to lead Homes England over this interim period as the Agency continues to advance the government’s housing priorities.
“The Board and I are confident that under his leadership Homes England will continue to drive meaningful change, creating thriving communities that make a real difference to people’s lives. We look forward to welcoming Eammon in the New Year.”
Boylan added: “I am ready to help rise to the challenges ahead and deliver on the government’s goal of delivering 1.5 million new homes during this parliament, while also creating more vibrant, thriving communities.
“My primary focus will be to build on the strong foundation laid by Peter Denton —strengthening our partnerships, empowering local leaders, and driving the delivery of housing that makes a real difference to lives. I know I’m joining a talented and dedicated team, and together with the wider sector, I am confident we will rise to the challenges ahead.”
Heaton & Partners appoints Garth Clark to the property management team
Heaton & Partners has strengthened its land and estate management service with the appointment of Garth Clark to the property management team.
Before joining the independent buying agency, Clark previously worked as CEO and as estate director at Althorp Estate, family home of the Spencer family and the final resting place of Diana, Princess of Wales, and has a strong background in agriculture.
At Heaton & Partners Garth will initially be working on an estate in Oxfordshire that the firm acquired for a client last year, as well as supporting the management of other rural and city properties that the firm looks after. Clark’s background in farming and estate management provides the specialist skills to help growth in this area of the business.
Clark previously spent 12 years as managing director at Yeo Valley Family Farms, then five years at the Waddesdon Estate, owned by the Rothschild family, before moving to Althorp.
Edward Heaton, founder of Heaton & Partners says: “We consider ourselves very lucky that Garth has joined our team, bringing with him such a wealth of experience. This aspect of our business is growing rapidly as more clients make use of our expertise in running agricultural, equestrian and sporting estates. Garth’s top level experience builds on the skills of our existing team.”
Clark commented: “Estate owners are realising that land is a big asset to them, beyond the house, and I enjoy managing the land as well as the main family home and staff. I have had a very warm welcome at Heaton & Partners, and it’s a real privilege to be working with these estates and their staff. I love the personal touch that the company offers all its clients.”
