Rogue landlord and agent fined for unlicensed HMO

A north London landlord and managing agent have been fined for failing to licence a House in Multiple Occupation (HMO) and for safety breaches at the property.

The property, on Clonmell Road, Tottenham, N17, was found to be operating as an unlicensed “Additional” HMO following a council investigation prompted by a complaint about damp and mould. An inspection identified hazards including inadequate fire protection and unsafe stairs.

Civil penalty fines totalling £12,500 were issued for the licence breach. The managing agent appealed to the First Tier Tribunal (FTT), which dismissed the appeal. The agent was ordered to pay £10,000 and added to the Greater London Authority’s Rogue Landlord and Agent Checker. The property owner remains liable for a £2,500 fine.

Cllr Sarah Williams, cabinet member for housing and planning and deputy leader of the council, said: “This case makes our position absolutely clear, Haringey will not tolerate landlords or agents who put residents at risk.

“Every property must meet legal standards, and those who ignore their responsibilities will face decisive action.

“Our priority is protecting tenants and driving up standards across the private rented sector, and we will continue to pursue anyone who fails to provide safe, secure and properly managed homes.

“Following enforcement action, the property has now been licensed, and an Improvement Notice issued by the council has led to all disrepair being addressed. The home now meets required safety standards, ensuring tenants live in a safe and compliant environment.”
