A landlord has been hit with a bill of almost £7,000 for running three unlicensed Houses in Multiple Occupation.
Mark Thorogood, of Beaumaris, was fined by Llandudno magistrates after prosecution by Conwy County Council.
He successfully won permission to consolidate outstanding court fines, allowing him to pay them off at £40 per month.
The local paper says that as he owes at least £12,000, this will take him 25 years to pay off.
Thorogood was banned by the former City regulator, the Financial Services Authority, in 2010, and fined over £104,000, which he has said he has not paid.

So the Governments ever increasing solution is fine everybody for everything is not exactly working then, is it? This is as silly as fining rough sleepers who can’t pay – Another solution is called for.

How can this possibly be right ? Hardly justice is it to let someone decide their own penalty? The fact an earlier fine of £104k remains unpaid says it all. Why not confiscate this guy’s properties ? Simples

yes seize property to the value of the fines that would set an example to others contemplating or doing the same thing.
